We are introducing the Qommunity Resident (QR) App to enhance the experience of subsidiary proprietors and residents through an integrated and all-in-one mobile application. The app aims to provide support for our staff on backend work while offering a convenient platform for users to access various services and features.
The introduction of QR App reflects Wisely commitment to improve residents’ experiences, while embracing digital transformation.
QR App allows residents to use their mobile phones to:
With the QR, subsidiary proprietors (owners) can check their management fund balances in real-time and make e-Payments (via QuickPay) through the App. Residents can easily apply for facilities booking, renovation and check the status of their applications. Fault reporting would be instant and to communicate feedback via the App.
This digital transformation will be implemented in a phased manner in November 2023. As you are reading this letter, Wisely 98 has ensured the backend’s smooth transition of all owners to the new App. The kick-off date for Qommunity Residents App to be operational shall be 1 December 2023.

Second Reminder: Notice About a Recent Incident of Potential "Killer Litter" and Safety Guidelines
We wish to bring to your attention an incident that occurred on the 24 October 2023, where litter from a high-level unit fell onto Level 1.
The improper disposal of litter in a dangerous or hazardous manner, often referred to as "Killer Litter," is a criminal offense in Singapore, as stipulated in the Penal Code under Sections 336, 337, and 338.
Individuals found guilty of this offense may face severe penalties, including fines ranging from $2,500 to $10,000 and/or imprisonment for a period of 6 months to 4 years.
In light of this issue, we strongly recommend that all residents adhere to the following safety measures:
Exercise caution and maintain vigilance when handling objects near windows, balconies, or any elevated areas within your units.
Refrain from leaning, sitting, or placing items on windowsills or balcony railings.
Ensure that all loose objects on your balconies are securely fastened, particularly those that may pose a risk of falling or being carried away by strong winds.
We encourage residents to educate their household members about the significance of responsible object handling and the potential risks associated with "Killer Litter." By promoting awareness, we can collectively prevent accidents from occurring.
It is important to note that "Killer Litter" has the potential to cause property damage and even result in fatal injuries.
The Management takes a firm stance against inconsiderate littering and will not hesitate to report such actions to the relevant authorities.

Notice on Potential Killer Litter Incident and Safety Guideline
We would like to bring your attention on 14 October 2023, there was an unfortunate incident involving a tennis ball that fell from a high unit and landed on Level 1. While no injuries were reported on this occasion, it highlights the potential dangers and the need for collective vigilance to ensure the safety of all residents, visitors and/or the people with La Fiesta.
Act of disposing of litter in a harmful or dangerous manner, known as Killer Litter. It is considered a criminal offense in Singapore according to the penal code under Section 336,337 and 338. Individuals that are found guilty of this offense may face severe penalties including a fine ranging from $2,500 to $10,000 and/or imprisonment for a period of 6 months to 4 years.
To address this issue, we strongly urge all residents to take the following measures:

The Management would like to highlight that in the FIRE SAFETY ACT (CHAPTER 109A), items placed in the staircase and common corridor are a violation of Fire Hazards.
Fire Safety Act (Chapter 109A) Compliance
According to the Fire Safety Act (Chapter 109A), placing items within staircases and common corridors violates fire safety regulations. Specifically, this includes:
“[(e) the obstruction of escape routes, passageways, common property or limited common property of any building such as might render escape in the event of fire more difficult; and]”
Penalties for Violations
To emphasise the seriousness of this matter, it is important to note that non-compliance with fire safety regulations may result in severe penalties, as outlined by the Singapore Civil Defence Force (SCDF) website. These penalties include:
Compliance Deadline: 17 September 2023
In light of these regulations and to avoid the associated penalties, we kindly request that all residents and occupants ensure the removal of any items within staircases and common areas that obstruct fire access routes and riser doors. Please be advised that the deadline for compliance with this request is 17 September 2023.
Failure to remove these items by the specified date will make them indiscriminate items within the common area. The Management will then take the necessary steps to remove and dispose of these items. Please be aware that there will be no compensation for any loss of items during this process.

LIGHTING MAINTENANCE UPDATE @ LA FIESTA
We would like to provide a comprehensive update on our ongoing efforts to address lighting matters, which have inadvertently increased bat(s) presence on the premises.
In the first week of July 2023, a thorough estate inspection uncovered more than 500 malfunctioning lighting points. Additionally, we identified two blocks with stairway lighting issues that the previous Managing Agent had not rectified. As our current focus centers on the renewal of the SCDF certificate, our primary attention has been on ensuring compliance in mandatory areas.
In response to the reported blown lights, our technicians have replaced around 60 malfunctioning light bulbs and fittings. Recognising the importance of maintaining a well-lit environment, we are implementing further measures to expedite the resolution process. As part of this effort, we have brought in an additional technician on an ad hoc basis to accelerate the repairs.

LITTERING OF CIGARETTE BUTTS / RUBBISH / PERSONAL BELONGINGS
We have received numerous complaints from residents who reported high-rise littering of cigarette butts and tissue paper being thrown from higher floor which landed onto the balcony of the lower unit. The lighted cigarette butts and ash may cause fire if they come into contact with any flammable materials (E.g. paper, cloth, etc.).

RESUMPTION OF NIGHT SHIFT CLEANING SERVICE @ LA FIESTA
We wish to communicate an important update regarding the maintenance and cleanliness of our shared living spaces.
Referring to the Council Meeting Minutes dated 25 May 2023, Council Meeting Minutes dated 31 July 2023, and the Renewal of Cleaning Maintenance Contract (2023/4463/Correspondence/Cir/011) dated 29 July, we are pleased to announce the reinstatement of the night shift cleaning service for the common areas at La Fiesta, starting from 1 September 2023.
Unfortunately, the absence of night cleaners led to compromised hygiene and the increased presence of unwelcome pests like cockroaches and rodents. To counter these issues and ensure the overall well-being of our living environment, we have successfully eliminated problems thru ad-hoc night cleaning services trial since 1 June 2023.
We embarked on renewing the cleaning maintenance contract, accompanied by necessary adjustments to the deployment and workforce.
We are confident these revised arrangements will contribute significantly to upholding a clean and pest-free atmosphere within our shared spaces.

RENEWAL OF CLEANING MAINTENANCE CONTRACT
We are writing to inform you about the recent developments concerning the Cleaning Maintenance Contract at La Fiesta. During the 7th Annual General Meeting held on 29 April 2023, the general body approved a transparent and fair tendering process for contracts exceeding $150,000 per year. The appointed Council is responsible for following this process, which includes notifying Subsidiary Proprietors (SPs) at the beginning and end of the tendering process. The notifications should include a list of invited suppliers, a summary of the requirements, and reasons for selecting a particular supplier. Any significant changes to the contract specifications should also be communicated to the SPs.
As the incumbent cleaning maintenance contractor, Clean Solution Pte Ltd’s contract is set to expire on 31 July 2023. The incoming Council has taken immediate action, conducting a thorough review and renewing the cleaning maintenance contract with them for another year.
Due to the reopening of all facilities, a notable variation in the contract which is the reintroduction of the night cleaner on 1st June 2023, who will address issues related to roaches infestation and rat observations around the estate.
As a result, bad smells had reduced significantly and decreased incidents of rats and roaches.
We are optimistic that these measures will lead to a cleaner and more hygienic living space for all residents.

By-Law on Pets Excrement
The recent finding showed that there were a few cases of dog pee at common area.
We would like to highlight the following by-law;
“Any person who brings an animal into, or allows an animal belonging to him or under his charge to enter or remain in the common area who fails to remove from the common area any faecal matter deposited by the animal and dispose of such faecal matter properly in a hygiene manner shall be imposed with an administrative fee of S$200.00 excluding GST.”
Therefore, we would like to suggest to bring plastic bag and water bottle during your walk with pet.
